《看着我的眼睛》以郑州市公安局反扒民警竹卫东为创作原型。该片导演桑华曾执导过《龙票》、《无愧苍生》等多部影视作品。桑华说，竹卫东是河南人的骄傲，他做的是基层的反扒工作，保护的是底层老百姓的安全。因此影片《看着我的眼睛》整体风格基调朴实亲切，在郑州实景拍摄，包括竹卫东生前的办公室、执勤的各路公交车、郑州火车站等地，片中大量启用本土演员。上班高峰时段的郑州市车水马龙人流如织。一辆刚刚出站的公交车上，一位年过花甲的老太太突然发现身上带的五万元现金不翼而飞。焦急疑惑的人群中，一个中年男子在老太太不知所措时，主动挤过来帮忙。对于眼前发生的一幕，乔装打扮的反扒民警都看在眼里。在乘客惊异的目光中，反扒民警以确凿的证据，把五万块钱现金交还给老太太后，将两个偷窃犯带走。车上这位反扒民警名叫卫东，郑州市公安局反扒支队优秀反扒高手。长年的反扒工作中，卫东积累了丰富的经验，抓捕过很多小偷和窃贼，协助破获无数大案、要案。最近，局领导给卫东派来一名助手——刚刚走出公安大学校门的民警屈平。也就在屈平跟着卫东学习反扒技巧时，公安局接到可靠消息，“老狐狸”康立伟已经潜入郑州市。“老狐狸”康立伟是公安部A级通缉犯。12岁开始在公交车上偷盗的康立伟有着较强的反侦察能力，前些年来到郑州，在郑州制造三起抢劫杀人案后销声匿迹。据公安部通报，康立伟很有可能与最近陕西汉中博物馆一对失窃的汉代翡翠玉镯有关。跟着卫东熟悉工作，屈平在领教和见识了卫东精准的枪法以及对犯罪分子心理的准确把握后，逐渐改变了对师傅卫东的看法。一次，屈平和卫东在公交车上遇到一名年轻女贼。当群众将女贼和她身边的小男孩交给卫东时，女人突然晕倒在地。卫东和屈平当即将女贼送往医院。经了解，女贼名叫傅艳红，身边那个小男孩子凯是她的儿子。正当卫东了解傅艳红情况的时候，康立伟也在寻找傅艳红。原来，傅艳红是康立伟的情人。因为受不了康立伟的虐待，更不想让儿子子凯从此苦海无涯，傅艳红领着儿子几次试图逃跑，都被康立伟逮回。一个更重要的原因是，康立伟到手的那对玉镯在傅艳红母子离开后就再也找不到了。镯子是子凯拿走的。在领着儿子准备回西安时，身无分文的傅艳红动起了偷一把的念头。卫东从医院出来，准备回局里汇报，却在医院门口与康立伟不期而遇。似曾相识间，卫东匆匆离开。康立伟抓到子凯，以此要挟艳红交出镯子。一番有惊无险的斗智斗勇后，卫东将康立伟最终抓获，将康立伟团伙送交司法机关。
